What is the most fuel efficient two-rider motorcycle?

I am looking for a fuel efficient bike that can ride two people comfortably and hit at least 65 mph. I have looked at the Suzuki Katana (as far as two-person bikes go) but would prefer something under 5K.

Is it true driving a scooter is fuel efficient and safer than driving a motorcycle?

Gas prices are just (UGH!) I am not the best driver out there as is. I was thinking of buying a scooter since they are cheap and fuel efficient. Would they be safer than a motorcycle?
