A new environmental scheme could lead to an increased demand for green energy courses.
Government plans for green loans that will enable householders to fund energy efficiency measures such as insulation and renewable technology were revealed recently.
The Pay As You Save (PAYS) scheme, which ties the financing to property rather than people, forms a key part of the government’s Household Energy Management (HEMS) strategy, Warm Homes, Greener Homes.
Pilot schemes are already being tested in Birmingham, Sussex, Surrey, Sutton and Stroud, however, legislation will need to be introduced before PAYS can be implemented.
The government announced that it expects loans from the financial institutions to be available from 2012.
Attaching the cost of eco-upgrades to the home rather than the homeowner is a government acknowledgement that, with people moving home on average every 12 years, that is not enough time for bill reductions to cover the upfront costs of eco-upgrading their homes.
The PAYS way means householders would only be responsible for the repayments while they are benefiting from the measures.
Ed Miliband, energy and climate secretary, said: “This shows we can meet the national interest of tackling climate change and reducing our dependence on foreign energy at the same time as we help people save money.
“The Warm Homes, Greener Homes Strategy will remove the deterrent of upfront costs and reduce the hassle of the move to greener living.”
The Warm Homes, Greener Homes Strategy aims to insulate six million homes by the end of 2011, insulate all practical lofts and cavity walls by 2015 and to have offered seven million eco upgrades by 2020, with all homes to have smart metres.
At least one in 10 new homes in Britain built since April 2008 do not meet legal requirements for energy efficiency, which were enshrined in the Energy Performance Certificate.
Until September 2010 grants of up to £2,500 are still available under Phase I of the government’s Low Carbon Buildings Programmer (LCBP) for householders who want to generate their own heat.
Solar thermal hot water, ground source and air source heat pumps, and wood-fuelled heating biomass products are covered by the LCBP.
The renewable heat incentive (RHI), is currently being consulted on by the UK government, which it plans to have in place from April 2011.
Grants for electricity-generating technologies are no longer available under the Low Carbon Buildings Programme in England and Wales and Northern Ireland, however, the new electricity feed-in-tariff provides cashback for homeowners in England, Scotland and Wales.

Britain’s green energy sector could soon be booming after it received a boost from a government minister.
New Energy and Climate Change Secretary Chris Huhne visited the All Energy renewables exhibition in Aberdeen last week and took the opportunity to praise the potential of the UK’s green energy industry.
The minister said that there are plenty of prospects in the renewable power sector for job seekers to gain employment and for new businesses to invest and generate profits.
Engineers who have completed gas training courses and commercial gas courses may want to take green energy courses as job opportunities are likely to be created in the renewable power sector in the future, according to the minister.
“There are a lot of opportunities in the rapidly expanding renewable energy sector which need to be taken advantage of. The expertise and skills that have been vital to the oil and gas sector are transferable and will be key to the renewable energy sector as it develops,” said Mr Huhne.
Mr Huhne went on to say that the new coalition government shared the same belief that the renewable power sector was crucial to the future of Britain’s economy and environment.
He said: “The renewables industry will come of age under this government. It’s early days but our coalition agreement is explicit in its support for the sector.”
The minister did criticise the current state of the renewable sector for failing to compete with other countries which had less resources.
An increasing number of people may be required to take green energy courses if Britain is to catch up with its rivals in the renewable power industry.
Mr Huhne said: “One of the biggest scandals is that we’ve got one of the best renewable energy resources anywhere in the world – and the know how to exploit it – and yet we’re one of the worst performing countries when it comes to harnessing it.”
Britain’s renewable energy industry must mirror the success of the nation’s oil and gas sector so that it can stake a claim to be a global leader in new low carbon energy technologies, claimed the minister.
“The prize is too great to let this opportunity pass us by. The UK must reap the rewards from its renewable energy potential just as we do with our oil and gas supplies,” the minister said.
Mr Huhne also visited the oil firm Apache, which has taken over the Forties field from BP, and met industry leaders at Oil and Gas UK.

Pugi Mazda dealerships watching new government regulations with interest

And here we go again. The government is stepping into the automotive industry and imposing regulations on automakers. I can’t say I’m surprised or that I disagree with the decision; after the mistakes of the past few years across all aspects of the industry, some of the biggest “fail” moments have come from the auto industry. Pugi Mazda drivers know all too well that the effects of the recession leaked heavily into the automotive industry and some manufacturers were affected differently than others. Regardless, it’s time for automakers to get serious about efficiency because it represents progression – economic, technological and ecological progression – that we must embrace if we want to move forward as a civilization. Downers Grove Pugi dealers are one of the places where you can see this progression happen.
But back to the government regulations. Beginning with models for the year 2011, fuel economy standards imposed by the government are going to get a big shake up. The original standards were set forth in the Corporate Average Fuel Economy (CAFE) law created in 1975. Pugi Mazda was happy to hear that those standards are getting an extreme bump up. For cars, the previous standard has sat static at a low 27.5 miles per gallon since 1990. For trucks, it’s at a very low 23.5 miles per gallon. The new standards will rise to 37.8 miles per gallon and 28.8 miles per gallon respectively by 2016. Downers Grove Pugi dealers aren’t very worried about the new standard as Mazda has traditionally embraced a pretty solid fuel economy stance. With solid vehicles like the Mazda 3, the standards should be extremely easy to meet.
The rest of the new CAFE requirements will leverage a wide variety of different criteria, so it would be pretty convoluted to try to get into it here. Regardless, Pugi Mazda understands the new standards, and I expect them to meet those standards without a problem. In fact, most manufacturers shouldn’t have a problem meeting the standards. The average is already up among most cars and trucks on the market; recent data collected claims that car fleets average 32.5 CAFE miles per gallon. Trucks weighed in at a solid 24.5 miles per gallon. Downers Grove Mazda drivers would be happy to find out that the brand’s average was higher than the general average.
It’s great to see that the auto industry is finally getting with the picture and answering consumer demand for smaller, more fuel efficient vehicles. After a meager 2009 and low sales before and after that, the industry was in the throes of something so horrific that it needed some form of mantra to shake things up. But here we are, still in the tail end of the recession, and we desperately needed the efficiency that automakers are beginning to deliver. With very little time before the electric vehicle hits the market, the auto industry is finally showing some ability to build buzz around the new things that they’re developing and putting on the market.
